So, I am in love with the Metro world for years now and planned to make a game around it for 2 years now (since I started DMing), but I feel like I need assistance with it! This post will contain connections to the Metro games/books, but no spoilers. And if you play or DM apocalyptic PnP games and feel like you could help, you do not need to know anything about Metro. Same goes for people not connected to apocalyptic games but who have knowledge of the Metro world! I'm a new DM and appreciate every help possible.

First I need a fitting system! I narrowed it down right now to d20 Modern with the Apocalyse expansion, the Fallout PnP (https://imgur.com/gallery/MaWq9gR) or Apocalypse World! To decide the system I need two things: A better understanding of the systems and a better understanding of the story I want to present.
The world is pretty set in stone. The game will happen in Moscow, mostly in the Metro system displayed in the books Metro 2033 to 2035 by Dmitri Gluchowski. I am planning for the party to be 3 players, I feel like that is more reasonable for the world.
The story I want to present should be comparable to what's going on in the books, but obviously different, let me explain:
When the people of Moscow fled into the Metro tunnels after the atomic war between Russia and America in the year 2013, they started using stations like small cities, or rather villages. The villages banded together to form alliances. There is the Forth Reich, basically the Metro nazis - 'the Metro is only for russians who did not get mutated by the atomic bombs' -, there is the Red Line, those are the communists, there is the Polis, 4 stations who banded together to form a thriving almost-city, the safest and most pleasent to live in area of the Metro, there is the Hansa, which is a big circle of stations surrounding the inner stations, they restrict movement and take money, they are basically the traders. Then there are unexplored, independant and other stations too, for example the three stations forming a Las Vegas-esk area with a lot of outlaw activities. The split between the stations and the close proximity of such diverse ideas of life result in a lot of fights. The Red Line and the 4th Reich are constantly at war for example, not to mention the always possible thread from monsters coming through the tunnels or trying to breach into the metro system from the surface, where radiation reigns and creatures are turned into monsters. My goal is that the story focusses on that, on the political 'disagreement' between the stations, the war of those clashing ideas and possibly one of those parties trying to whipe out half of the metro. A virus already happened, so maybe the Red Line tries to take over the Hansa and to then open the gates to the surface and let monsters in, while they hide in their stations while watching those monsters kill everyone else in the metro. Something like that possibly.
And that is exactly where i struggle. I struggle in fleshing out this idea, I struggle in deciding for a specific route to take, for a specific threat to install as the big bad which the party has to stop.
So, TL;DR: Help! :D Please help me make my first ever story as a relative new DM and help me decide for a system.

My group has been playing Pathfinder for a while now. I'm thinking my DM would like a break and to have someone else DM for a bit.
If I do this, I'd like to try something new. I was thinking of trying a post apocalyptic game. I was thinking sort of a social collapse, maybe a virus wipes out 9/10ths of the populace.
I don't think I would want to do mutants or zombies but may include something like that as a very rare occurence
What would be a good game to consider for a campaign like this?
Ideally I would want it to be similar to DnD 3.5/ Pathfinder because that is where most of my experience is
